Job DescriptionThe Department of Citywide Administrative Services (DCAS) seeks to hire a Bookkeeper Level 2 to work within the Division of Fiscal Management & Operations (DFMO), Bureau of Audits & Accounts. The candidate should possess a strong background in the procurement field, preferably the examination and approval of time-sensitive purchase orders. The candidate will be responsible for the review and correction of all orders and contracts generated by the various units and divisions throughout the Agency as well as those from the Capital Budget Unit, OATH/ECB, EEPC, and recently, the NYCCSC. The candidate will also be responsible to: · Monitor and document staff productivity, time and conduct; ensure work is well organized, fairly distributed, completed on time, and all necessary records are properly maintained; provide regular feed back to staff by documenting their individual achievements and establishing plans for improvement; updated desk instructions and procedures for employee responsibilities and related tasks are complete and on file; ensures all work is completed within time frames dictated by established priorities and mandated by prompt payment rules. · Ensure that every aspect of encumbrance submissions are thoroughly examined to make certain only fully documented requests are processed and approved and that the correct funding is being encumbered; the audit of procurement type and methodology, bidding and vendor award support, budget and accounting codes, prices, discount provisions, prevailing wage schedules, special rate-escalation clauses, CPI adjustments, retainage provisions, and the assignment of payments/contracts is needed to ensure that orders are correctly processed. · Prepare all required FMS entries as well as overseeing the follow-up and monitoring of work sent to other units for processing including DMSS and the Office of the Comptroller; assists with the approval of purchase orders and other contracts including intra-city and petty cash orders; the year-end accountability and cross-year reporting requirements are discharged in compliance with applicable Comptroller's Directives and procedures; ensures all submission deadlines are met, that all mandated approvals and documentation are obtained and all required reports and requests for information/support or other audit details are generated promptly and professionally.

Qualification Requirements1. Completion of 30 semester credits from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA), including 6 credits in accounting; or 2. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and two years of satisfactory full-time bookkeeping experience; or 3. A satisfactory combination of education and/or experience equivalent to "1" or "2" above. College education may be substituted for experience in "2" above on the basis that 15 semester credits from an accredited college may be substituted for each year of required experience. However, all candidates must have a high school diploma or its educational equivalent, and either 6 semester credits in accounting from an accredited college or 6 months of experience as described in "2" above.
